		<description><![CDATA[Just because the standards, checklists, rules etc exist doesn&#039;t mean agencies actually follow them. I&#039;ve worked for a number of government agencies in a number of countries and not one of them took it seriously because they wanted to, it was only because they had to, under the threat of an audit or legal action. 

Few agencies are truly held accountable for the crap web sites they publish. Oh and those complaints? They&#039;re easy to ignore.]]></description>
